Nov 8 (Reuters) - A Russian missile damaged a Liberia-flagged civilian vessel entering a Black Sea port in Odesa region, killing one and injuring four people, Ukrainian officials said on Wednesday. After pulling out of the U.N.-brokered deal that guaranteed safe shipments of Ukrainian grain via the Black Sea, Russia has been repeatedly attacking Ukrainian port infrastructure. It added that one person was killed, three crew members, citizens of the Philippines, and one port employee were injured. The vessel was supposed to transport iron ore to China, Ukraine Infrastructure Minister Oleksandr Kubrakov said. Kubrakov added that Russia carried out 21 targeted attacks on port infrastructure after withdrawing from the deal.

Ukraine was scheduled to hold a parliamentary election in October and a presidential vote in March 2024. Kuleba made his comment during an online appearance at the World Policy Conference in the United Arab Emirates when asked whether Ukraine would hold a presidential election in spring. Zelenskiy has said he wants to run for another term if an election happens. Opponents of holding a vote fear Russia would try to derail it while political jockeying would undermine national unity.

Arctic-2 LNG has been expecting to start exporting soon and it is uncertain how much Russian LNG would be blocked by the new measures. The largest Russian LNG producer Novatek (NVTK.MM) said in September it would start shipments from Arctic-2 LNG early next year. However, the navigation corridor continues to function under the watch of the defence forces," it said. They say dozens of cargo vessels had travelled the route since it began operations in August.

CHISINAU (Reuters) - Moldova blocked access to the websites of major Russian news media including the Interfax and TASS news agencies on Monday, accusing them of taking part in an information war against the country. Moldova, a small country with a Romanian-speaking majority located between Ukraine and NATO-member Romania, has accused Moscow of trying to overthrow its pro-Western government since Russia invaded Ukraine in 2022. Russian troops occupy a small, mainly Russian-speaking breakaway region, and Moldova's main opposition parties have long had close ties to Moscow. In a separate decree, Moldova also suspended the licenses of six domestic TV channels. The PEACE (Public Expenditures for Administrative Capacity Endurance) in Ukraine project has been the World Bank's flagship financing instrument for Kyiv during Russia's war on Ukraine. "In 2023, Ukraine has already received $10.9 billion in direct budget support from the United States in the form of grants," the finance ministry said. The project aims to compensate state budget expenditures in the social and humanitarian spheres, and is not intended for security or defence, the ministry said. The U.S. government has this year allocated $10.9 billion to finance Ukraine's state budget, it said.

KYIV (Reuters) - President Volodymyr Zelenskiy has replaced the commander of Ukraine's Territorial Defence Forces, which have played an important role in helping defend the country since Russia's invasion. A presidential order published on Monday announced the appointment of Major General Anatoliy Barhylevych as the new commander. Part of the armed forces, the Territorial Defence Forces' roles include protection of critical facilities, combating sabotage and enemy intelligence forces, and maintaining security in Ukraine. They must also ensure defence while the full deployment of the main armed forces is underway. Umerov has said his priorities include making the ministry the main institution for coordinating Ukrainian defence forces, enhancing the value attached to individual soldiers, developing Ukraine's military industry and fighting corruption.
